How the tool reasons

Advisory pipeline. Outputs are HITL proposals.

Classification

  1. Fetch open PRs via GitHub issues API (so comments exist).
  2. Classify with trust rules + cited grounding + architectural invariants + PR / proposal text (PROMPT_VERSION=trust-v8).
  3. Validate JSON; strip invented customers; attach sources + attribution + optional invariants / trade_off.
  4. Resolve severity once — highest severity wins (invariant overrides apply).
  5. Grant content for deep reads: prefer /proposals/*.md (PR body is a checklist).

Approval chains

Cards are tagged:

CC emission sources (post CIP-0096): ~62% FA · ~20% SVs · ~15% users · 5% Dev Fund · 0% liveness.

DA self-funding: share of /proposals/*.md with DA-* in the filename — Foundation pays for core DA maintenance under neutral governance.

Filters: Source (CIP / Grant) and Chain (Technical / Economics / Collision) live inside the Approval chains Intelligence card (Know/Assume-style rows — click to filter).

Focus & actions

Sticky Focus chips are severity queues (mutually exclusive): Alignment risk · Attention · Opportunity · Info.
Within focus narrows to proposed actions that appear in that pile (pile-local counts).
Focus ≠ Action: Attention = urgency queue; Track = proposed verb “follow, no move yet.”
Each card still carries one HITL verb — UI labels: Co-develop · Champion · Absorb · Respond · Redirect · Track
(internal ids: co-develop / champion / absorb / respond / block-and-redirect / monitor).

Intelligence chips open one grounding card at a time (Approval chains · Know vs assume · Patterns · Predictions · Who). No “All” chip — Clear hides the panel.
